The system has cooling medium flow restriction devices e.g. electromagnetic valve (9) and check valve (10), for opening and closing a passage between sections (11a, 11b) of a coolant circuit (11) to enable and prevent the flow of a cooling medium i.e. carbon dioxide, from one of the sections to other section. The devices open the passage between the sections to enable the flow of the cooling medium from the former section to the latter section, irrespective of whether air conditioning is enabled in a passenger compartment when a drive unit i.e. engine, of a vehicle is started.
