The device has a swing arm (15) attached to a bracket (29) and laterally penetrating a housing (13). A free end of the swing arm is engaged to a support element outside the housing. The bracket includes a side piece (31) lying in right angle to an axis of a spring (49) and a damping element (39) e.g. hydraulically-active piston cylinder-unit. The side piece is parallely and movably supported in a guide (27) in the housing. A receiver is provided at the side piece for engaging or connecting the free end of the spring and a piston rod (47) of the damping element.
