According to this process: - is made to flow into a liquid (li), in a member of the flow inside (2), as well as a liquid outside (a), in a member of the external flow (4); - it is firstly under conditions such that it forms, or of the drops (g) of the liquid into the liquid outside, or a continuous jet of liquid into the liquid outside; - it is possible to vary the flow rate of at least one of the two liquids; - it identifies a pair of values of the liquid flow rate of the transition, from which, i.e. it is now a continuous jet of liquid into the liquid outside, or it takes the form of the drops of liquid into the liquid outside; and - it is possible to deduce the value of voltage between the two liquids interfaciate.
