The device has two elemental filaments (F1, F2) approaching at a cabling head (11) that equalizes a progress of the filaments and respective tensions of the filaments by passing the head on a rotary assembly (12). The head is freely mounted in rotation along a significant an axis coaxial with an axis of a twisting spindle (3). A braking device (9) is freely mounted in rotation on the head along the axis coaxial with an axis of the head. The braking device is subjected to return force e.g. gravitational force, tending to maintain the braking device in a fixed angular position.
