The device has a body extracting element i.e. key, including a connecting portion that is cooperated with a lock insert (23) of a body (20). The insert attains a locking position in which the body is retained with an outlet (10) e.g. Franco-belge type outlet, even in the absence of the key, and an unlocking position in which the body is extracted from the outlet. The insert does not pass from the unlocking position to the locking position in which the insert is locked with the key.
