The device has a disk shaped brush support plate (P) sandwiched between two series of brush boxes (2). The two series of boxes are respectively distributed at sides of the plate in a manner to be arranged opposite to each other. The support plate is formed of a metallic plate (1) and two inter-brush washers (4) made of insulating material. Each washer is placed at a side of the metallic plate. The metallic plate has a set of orifices (8) whose diameter is larger than that of another set of orifices (7) in the metallic plate.
