The device has a base adjusting element (3) with an extended transversal orifice (311) axially running across the element. A fixing element (4) crosses the orifice of a sleeve of the element to lock a threaded sleeve of connection element (1). A base reception element (5) has an opening (51) to receive the sleeve. The element (5) is configured with threaded orifices (521) leaving from outer side of a peripheral side wall (52) towards the opening. Each of the orifices receives a screw (53) and adjusts the sleeve for firmly blocking the sleeve when the screw is housed in orifices.
