The device has a floating platform with a bridge (1) resting on three floats that are respectively constituted by a front roll (2), a rear roll and a roller (4). A vertical inert striker (10) is articulated at a center of the platform by a universal joint (11) and serves as a reference axle for swiveling phenomenon. An upper end of the striker supports an electrical generator (19) whose axle is provided with a vane (20) driven permanently by a fork finger (21). The finger is displaced by swiveling movement of the platform around the axle of the striker.
