The machine has a wheel (10) with a series of vanes (24) circumferentially mounted between two lateral sheet metal flanges (21) rotated with respect to fixed bearings, where the flanges are in the form of circular ring. A concave lower wall (76) is arranged between an intake zone (81) for filling the vanes, in upstream of the wheel and an exhaust zone (82) in downstream of the wheel. A water flow channel is limited towards the top by an external radial surface (31) of a shield (30) pivoted with respect to a wheel axle (35) between the flanges. The shield is rotated independent of the wheel.
