The device has a set of terrestrial stations (5) interconnected with respect to each other by different management modules via a public terrestrial digital network (15) according to satellite grid architecture. The interconnection of the stations permits a transparent shared access to allow storage of observation data from satellites (4) in memories (13) of the stations. The satellite grid is accessible and considered as unique informatic resource from any access point of the digital network.
