The machine has a wheel (10) with blades (24) mounted circumferentially between sheet flanges (21) to be installed in a passage (15) on a stream by defining a water flow channel. The channel includes a driving area (80) limited by the flanges at bottom by a lower wall (76) and at top by an upper wall (31). Lengths of the walls of the channel correspond to spacing between the blades, inclination and shapes of the blades such that two consecutive blades are not in a complete closing position of the area by simultaneous outcrop of radial internal and external edges (26, 27) with the walls.
