The system (100) has a self-supporting structure, a reflecting surface (110), handles (120) and a permanent or detachable fixation device permitting placement of the system on a building (2) at which openings are provided. A light deflector arrangement positions the system on an apparent surface of a metallic shutter (3) in a folded position by using the handles and fixes the system on the apparent surface. Photovoltaic solar panels are provided on the reflecting surface to recharge a battery or accumulator that is integrated or unintegrated inside a body of the system. Independent claims are also included for the following: (1) a method for fabricating a light deflector system from stainless steel sheet (2) a method for implementing a light deflector system.
