The device has two masses (m, m') whose centers of gravity (G, G') are displaced on a line (d) parallel to a horizontal plane or a plane slightly inclined with respect to the horizontal plane. The masses are attracted and repelled periodically. One of the masses is constituted by a UHF antenna (1) that is supplied with electrical energy by a coaxial cable. The other mass is constituted by a magnetic circuit formed of permanent magnets.
