The device has a fixed permanent magnet (1) i.e. electromagnet, utilized as a source for generating magnetic field, and an electrical coil placed on a metal core that is placed opposite to the magnet. Flux of uniform magnetic field (B) of the magnet is interrupted or attenuated by interposition of a specific non-magnetic metallic element i.e. non-magnetic disc between the magnet and the core. The element is constituted by a circular part with a diameter higher than that of a north pole (N) or south pole (S) of the magnet and the core, where the disc is driven by an electric motor (3).
