The device has a double-effect jack (10) actuating rotation of a casement gate (8) by an axis (4), where the jack is movably positioned between the axis of its head and another axis of its feet. An electric lock (6) locks a base of the casement gate, where the lock is opened by a spring (S). A traction of the spring is determined to allow closure of a casement in normal closing maneuver and opening of the lock before the casement during opening maneuver. An S-shaped metal piece is movable around the latter axis in a slot in a sill. The jack and the lock are integrated in a sill post (9).
