The device has chambers (3) with hydraulic lever doors (1) forming caves buried under a road (5). The lever doors are placed one behind other in a same running direction of cars, at the level of tar on each of lanes on the road. Dampers are placed in frames. Row of cylinders (2) or pumps is provided on width and length of each door. The cylinders are connected by flexible tubes (4) for actuating hydraulic turbines, where the cylinders contain fluid e.g. oil. Lanes are provided on two-side aisles of a road for two wheels or three wheels of the vehicle. A signage is placed for warning users.
