PPROBLEM TO BE SOLVED: To provide a digital watermark generating apparatus, along with an electronic-watermark verifying apparatus, a method of generating an digital watermark, and a method of verifying a digital watermark, capable of detecting information alteration executed by a malicious third party. PSOLUTION: The digital watermark generating apparatus includes a device-feature-information generating part that generates device feature information characterizing an electronic device by using physical data acquired via a sensor for measuring characteristics of the electronic device, an digital watermark generating part that generates digital watermark information used for detecting whether information alteration is executed to the device feature information, an embedding-position determining part that analyzes the device feature information so as to determine a position for embedding the digital watermark information into the device feature information, and an electronic-watermark embedding part that embeds the electronic-watermark information generated by the digital watermark generating part into the position in the device feature information determined by the position determining part.
