PROBLEM TO BE SOLVED: To achieve one or a plurality of purposes including eliminating the need to provide a vehicle position identifying unit, eliminating restrictions on the installation position of an antenna, and eliminating restrictions on parking direction, regarding a vehicle management device that communicates with an on-vehicle terminal by means of an antenna of narrow directivity.SOLUTION: A vehicle management process unit 12 comprises: an antenna 11 having directivity; a vehicle communication unit 23 for receiving an electric wave sent from an on-vehicle terminal; a directivity switching unit 21 for switching the directivity direction of the antenna 11 to a plurality of parking spaces; a signal strength comparison unit 24 for comparing the reception strengths of electric waves transmitted from a predetermined on-vehicle terminal, for a plurality of directivity directions corresponding to the plurality of parking spaces; and a parking position determination unit 25 which determines that a vehicle carrying the on-vehicle terminal sending the electric wave is located on the parking space corresponding to the directivity direction in which the result of comparison by the signal strength comparison unit 24 is the strongest.
