PPROBLEM TO BE SOLVED: To detect a white-spot with high accuracy even when density is uneven, in a technology for detecting image defect from a read image obtained by reading an image on a recording material on which a test image is formed. PSOLUTION: In an image defect detection part 21, an image dividing part 22 divides an image read by an image reading part 11 from a recording material on which a test image for failure diagnosis is formed, so that the range of the density average for each pixel row in each sub region becomes equal to or lower than a predetermined density range, based on density average for each pixel row in a sub-scanning direction (or a main scanning direction) in the read image. A white-spot detection processing part 23 sets a threshold for white-spot detection for each sub region, and determines a white-spot in the sub region based on the set threshold for white-spot detection for each sub region.
