PSOLUTION: A coverage measurement system includes: a virtual machine part 11 for executing a binary code; a number-of-execution-instructions calculation part 13 for calculating the number of execution instruction codes which is the number of instruction codes that have been executed by the virtual machine part 11; an instruction code size calculation part 14 for calculation the instruction code size that is the sum of the sizes of the instructions codes included in the binary code; a total number-of-instructions calculation part 18 for calculating the total number of instruction codes by dividing the instruction code size by an average value of the instruction code length which is the average size of the executed instruction codes; and a coverage calculation part 19 for calculating the coverage by dividing the number of executed instruction codes by the total number of instruction codes.
