PROBLEM TO BE SOLVED: To allow long-term system design of communication systems of individual operators by sharing a radio resource among a plurality of operators to improve efficiency of use of frequency and guaranteeing frequency allocation rates of individual operators for a long period of time.;SOLUTION: A radio frequency license trading method includes: a short-term radio resource trading means for trading of a short-term radio resource license between a right holder holding a radio frequency license and a buyer operator holding a communication system, based on the necessity of adding a radio resource to the communication system and the availability of the radio resource to be added; and a radio resource allocation rate guaranteeing means which guarantees an allocation rate of the radio resource license for an arbitrary buyer operator for a long period of time.
