PROBLEM TO BE SOLVED: To provide a technology of associating each of three-dimensional tomographic images by using a specific part (anatomical structure that hardly changes with the progress of disease) in the tomographic image showing a three-dimensional shape of a retina.SOLUTION: The tomographic image observation apparatus includes: a first acquiring device that acquires a first tomographic image indicating a three-dimensional shape of the retina; a second acquiring device that acquires a second tomographic image to be compared with the first tomographic image showing the three-dimensional shape of the retina; a detection device that detects an outer edge of an optic nerve head from each of both first and second tomographic images; an associating device that associates the first and the second tomographic images by associating the parts in the outer edges detected from each of both first and second tomographic images; a restructuring device that restructures two-dimensional tomographic images in a position associated by the first and the second tomographic images; and a display control device that displays each of the restructured two-dimensional tomographic images on a display device.
