PPROBLEM TO BE SOLVED: To dissolve the problem that there is a case when the catalyst, which can generate hydrogen without addition of steam and which needs no heating from the outside for reaction starting, may lose self-exothermic ability due to oxidation in a fuel cell system and at that time the self-exothermic ability must be recovered in the fuel cell system but it is difficult to recover in the stopping fuel cell system when high temperature is required for reduction activation treatment. PSOLUTION: Compound oxide of Ce and R (R is Zr or Si) carrying an active metal thereon is used as a hydrogen producing catalyst and can recover self-exothermic ability at low temperature of 100 to 200C. A hydrogen producing apparatus using the hydrogen producing catalyst and a fuel cell system using the hydrogen producing apparatus are provided. Further a full independence type fuel cell system having high reliability for a use where start and stop frequently occurs can be obtained. PCOPYRIGHT: (C)2011,JPO&INPIT
