PROBLEM TO BE SOLVED: To aggregate packets for each exit edge router even when a flow aggregation type packet communication network includes a plurality of autonomous systems.;SOLUTION: A flow aggregation type packet communication network 1001 communicates with other networks AS2000-AS6000 by packets and internally aggregates packets from the other networks per destination to transfer the packets after conversion to data units for transfer and has a plurality of autonomous systems AS1100-AS1300 as an autonomous system group.
