PPROBLEM TO BE SOLVED: To provide a method for manufacturing a fuel cell separator, which allows assignment of high hydrophilicity to surfaces of the fuel cell separator and long-term preservation of the hydrophilicity to maintain high power generation efficiency of a fuel cell. PSOLUTION: A molding composition containing a thermosetting resin containing epoxy resin, a hardener containing a phenolic compound and graphite particles, the equivalent ratio of the epoxy resin to the phenolic compound being in the range of 0.8-1.2 is molded. Surface of a resulting molded product 1 is subjected to surface treatment including wet blasting and atmospheric pressure plasma treatment by a remote method after the wet blasting.
