PROBLEM TO BE SOLVED: To provide a coated granular substance applied to a rice-seedling raising box which does not cause chemical poisoning to a seedling and is medicinal sufficiently after transplanting to a rice field even though the coated granular substance is treated to a seedling raising box during a rice-seedling raising period from seeding time to transplanting time.;SOLUTION: In the coated granular substance applied to the rice-seedling raising box, the surface of a granular composition using an agricultural-chemical active component, a lignin sulfonic acid salt, Glauber's salt anhydride and a solid carrier is coated with a liquid made by mixing a water-based synthetic resin emulsion and polyvinyl alcohol aqueous solution. The coated granular substance has an excellent effluent control effect that a point of inflection is obtained in a chemical effluent property brought from the coated granular substance by the multiplier effect of two functions.
