PPROBLEM TO BE SOLVED: To solve such a problem that broadcast distribution to a prescribed distribution area similar to that of an existing public mobile communication network is not achieved in a communication system using femtocell base stations. PSOLUTION: A broadcast-distribution control device includes: a database in which the position information of each femtocell base station present in a prescribed distribution area section is associated with each other in the prescribed distribution area section; and an update means for updating the association in the database on the basis of the position information of each femtocell base station received by a receiving means.
