PPROBLEM TO BE SOLVED: To provide a method for treating individuals having tumors or infections. PSOLUTION: The method for treating individuals having tumors or infections includes a process for injecting an effective amount of genetically modified professional antigen presenting cells (PAPCs) at the site of the infection or near the site of the tumor, wherein the PAPCs have been genetically modified to enhance expression of immunostimulatory cytokines.
