PPROBLEM TO BE SOLVED: To provide such an adhesion-preventive film against water-dwelling organisms as is excellent in the adhesion-preventive performance against water-dwelling organisms and which is sustainable for the excellent durability also in the underwater; and a method for forming the same. PSOLUTION: The adhesion-preventive film against water-dwelling organisms, having the main component of an amorphous silica, is formed by applying a coating fluid which contains a polysilazane and an organic solvent, onto the base material of an object to thereby form a coated film of polysilazane, thereafter by inverting it into the amorphous silica.
