PROBLEM TO BE SOLVED: To utilize a public line network without the need of acquiring a connection right, and without the need of providing personal information to a telecommunication carrier by a user.;SOLUTION: A telecommunications carrier management terminal 300 allots, to a recording and reproduction apparatus 1, an identifier for activating a connection right of the recording and reproduction apparatus 1, and manages connection destination information indicative of the connection destination of an information management server 200 and communication charge information indicative of a billing destination of the communications charges other than the user of the recording and reproduction apparatus 1 by making them associated with the identifier. In addition, the telecommunications carrier management terminal 300 includes: an activation control section 332 which activates the connection right by the use of an identifier; a connection destination determination section 334 which determines an information management server 200 that is permitted to be connected to the recording and reproduction apparatus 1; and a communications charges collecting section 336 which collects communication charges from a billing destination indicated by communication charge information.
