PPROBLEM TO BE SOLVED: To provide an image plotting sequence determination device that optimizes an image plotting sequence taking a follow-up delay of an image plotting device into consideration. PSOLUTION: The image plotting sequence determination device is designed to provide the idle traveling interval between the image plotting of one or more continuous segments and the image plotting of other one or more continuous segments, and determine the image plotting sequence of plotting, on a medium, an image plotting target including the one or more segments, the idle traveling interval being not applied with plotting of an image. The image plotting sequence determination device includes an image plotting position determination section that determines an image plotting position for plotting the image plotting target on the medium on the basis of image plotting information for plotting the image plotting target, a direction change degree computing section that computes the direction change degree between a segment included in the image plotting target and an idle traveling segment indicative of the idle traveling interval continuous to the segment on the basis of the image plotting information or the image plotting position, and a standby time period setting section that sets a standby time period for standbying idle traveling in the idle traveling segment continuous to the segment at an image plotting finish point of the one or more continuous segments or a standby time period for standbying image plotting of the segment continuous to the idle traveling segment at an image plotting start point of the one or more continuous segments continuous to the idle traveling segment.
