PPROBLEM TO BE SOLVED: To provide a seal structure of a hydraulic machine, which attains both the maintenance of seal performance for water leakage flowing through a seal device formed in a gap between a runner and a hydraulic turbine cover and the reduction of a leaking flow rate at a seal section, and to provide the hydraulic machine equipped with the same. PSOLUTION: In the seal section 10 formed in a step shape, at each step of a large gap (or a specific step), a ring-like rib R1 is installed on a horizontal surface of a static wall face B in a range not contacting a rotating wall face A. The seal structure is configured to locally narrow a flow passage cross-sectional area between the static wall face B and the rotating wall face A by the ring-like rib R1. The ring-like rib R1 is provided in the large gap L in which water flows, so that the water passing through the large gap L flows along the ring-like rib R1 and therefore the path of a flow is increased.
