PROBLEM TO BE SOLVED: To enable a packaging vessel to be stuffed in a bag while keeping a compressed state by suppressing restoration expansion.;SOLUTION: The bag 8 including a plurality of string members 20 in the vicinity of an opening 10 of the bag is accommodated in a restriction frame 6 restricting a shape of the bag. The packaging vessel W to be compressed is stuffed in the bag 8. The packaging vessel W in the bag 8 is pressurized and compressed, while the packaging vessel W is restricted by the restricting frame 6, by forwardly moving a plunger 52 movable from the opening 10 of the bag to the deeper side. With the pressurized state maintained by the plunger 52, the string members 20 are passed through a plurality of string-passing grooves 86 each formed on the pressurizing surface 52a of the packaging vessel W of the plunger 52 and having a groove opening 86a narrower than the groove deep part 86b.
