PROBLEM TO BE SOLVED: To create spare topology information groups which smooth network loads while reducing the number of pieces of spare topology information which should be prepared.;SOLUTION: Nodes select a node whose sending and receiving traffic amount exceeds a predetermined threshold as a high load node based on SD (Source-Destination) traffic information. Then, when arrangement of protection links in each of the spare topology information groups is considered, link groups to be connected to the high load node are arranged so as to be equal as much as possible between initial information groups of N pieces of spare topology information by referring to topology information. Then, spare topology information such that connection between respective nodes becomes a connection graph when the protection links are excluded is generated by a method to be used for IP-FRR on the basis of the N pieces of initial information.
