PROBLEM TO BE SOLVED: To provide an information communication system which calculates latency from a repeater for encapsulation to a repeater for decapsulation, in a carrier network where encapsulated data are transferred.;SOLUTION: A first transfer part 11 receives data, and encapsulates or decapsulates the data. A first storage part 12 stores therein a first time when first data is received from a predetermined external device, and a second time when second data transmitted from a repeater 2 is transmitted to the predetermined external device. A time notification part 13 notifies the repeater 2 of the first time and the second time. A second transfer part 21 receives data, and encapsulates or decapsulates the data to transfer the data. A second storage part 22 stores therein a third time when the first data is transmitted to another external device, and a fourth time when the second data is received from the another external device.
