PROBLEM TO BE SOLVED: To generate a bit stream wherein a display area and resolution can be smoothly changed while keeping the number of pixels to be constantly decoded constant.;SOLUTION: A division size setting part 103 determines a size for dividing a video. A dividing method setting part 104 determines a dividing method for a video of each resolution, and determines an identification number for each rectangular area. A rectangular area information encoding part 105 decodes information indicative of an identification number of each rectangular area, a resolution of a frame that the rectangular area belongs to, the size of the rectangular area, and a position for the rectangular area. A video dividing part 107 divides a multi-resolution video by a set dividing method. A video encoding part 109 encodes a divided rectangular video.
