PROBLEM TO BE SOLVED: To properly calculate a fee to be charged to a server device from a fee for an NGN (Next Generation Network) at a gateway device that connects the server device to a client device connected to a different network.;SOLUTION: A gateway information reading unit 2 reads transmission/reception history information including transmission sources of the messages transmitted via the NGN from the gateway device. A use-ratio calculation unit 5 calculates a ratio of using the NGN for each server device to the total use of the NGN by the gateway device, based on the transmission/reception history information. A fee calculation unit 6 multiplies the ratio calculated by the use-ratio calculation unit 5 by the fee input by a fee input unit 3, to calculate the fee to be charged to each server device.;COPYRIGHT: (C)2011,JPO&INPIT
