PROBLEM TO BE SOLVED: To provide a network security management system capable of improving network security management and reducing loads required for communication processing and decoding processing concentrating on a security monitoring device following the improvement.;SOLUTION: In encryption communication between arbitrary communication terminals designated by a network manager, each communication terminal decodes its communication content and transfers it to the security monitoring device therefrom. For encryption communication between communication terminals which is determined to be necessary, a decoded communication content is scanned (filtered) to attain the improvement of the security. In contrast, for encryption communication between communication terminals not particularly to be doubted, based on access management setting registered in a security management server in accordance with a predetermined security policy, the encryption communication is controlled on whether or not it is allowed.
