PPROBLEM TO BE SOLVED: To provide a lightweight, compact and inexpensive apparatus for generating nitrogen gas, which is used for replacing the inside of a reformer or a fuel cell with nitrogen and to provide a fuel cell power generation system using the apparatus for generating nitrogen gas. PSOLUTION: The apparatus 10 for generating nitrogen gas is characterized in that air 3 is used as a raw material and oxygen in the air to be used is removed by combining chemically with an oxygen absorbent containing at least one metal, which is selected from the first group consisting of Fe, Mg, Ga, Ge, Ce, Sn and In, or its compound to generate nitrogen gas of 98% nitrogen concentration. The fuel cell power generation system is provided with: the apparatus 10 for generating nitrogen gas; a reformer 31 for reforming fuel to be reformed to produce hydrogen; and a fuel cell 40 for generating electricity by using the produced hydrogen. When the operation of this system is started or stopped at the least, the inside of the reformer 31 and that of the fuel cell 40 are replaced with the nitrogen gas to be generated by the apparatus 10 for generating nitrogen gas.
