PROBLEM TO BE SOLVED: To provide a map data creating device capable of performing efficient matching check, when checking the matching of map data.;SOLUTION: The map data creating device is provided with a raster data creating means and a vector data conversion means. The raster data creating means is operated by an operator, and the raster data are divided into meshes and are converted into vector data for every object on a map, and attribute information is added. Also, an original map includes a white part as a region where map information does not exist, and the vector converting means converts the white part into vector data, and adds attribute information.
