PPROBLEM TO BE SOLVED: To provide a technology for automatically adjusting a rule to be applied to the extraction of data under the consideration of an aspect of operation. PSOLUTION: As an example, the automatic adjustment of a rule applied to the extraction of transmission mail being the object of approval is disclosed. A number of item of mail tabulation part 13 determines whether or not the copy of past transmission mail stored in a mail storage part 61 is pertinent to any of mail obtained by combining mail stored in a rule information storage part 10 in the descending order of priority, and the number of item of mail tabulation part 13 tabulates the number of items of transmission mail determined to be pertinent, and a rule setting part 15 sets a rule included in the combination of the rules whose number of items obtained by tabulation is equal to or less than the prescribed approvable number stored in an approvable number information storage part 11, and whose number of items is the closest to the approvable number as a rule to be applied to the extraction of the transmission mail being the object of approval.
