PPROBLEM TO BE SOLVED: To efficiently, securely and easily perform flow passage blocking work between jointed faces of both connection flanges with small labor while suppressing leakage of fluid within a pipe. PSOLUTION: A blocking operation cover B capable of surrounding outer peripheries of the both connection flanges 2A, 3A in the sealed state while allowing loosening operation of a fastening tool 5 and having a thin-plate shaped partition plate valve 8 capable of blocking flow passages of both pipe parts 2, 3 so as to enable insertion/removal is fitted to the both connection flanges 2A, 3A of the both pipe parts 2, 3 fastened and connected by the fastening tool 5 provided in the penetrated state and having waterproof specifications. The space between the both connection flanges 2A, 3A is pushed and expanded by fluid pressure accompanying the loosening operation of the fastening tool 5 and forced pushing and expanding force applied to between the jointed faces of the both connection flanges 2A, 3A surrounded in the sealed state within the blocking operation cover B by a clearance forming means D, and through the formed clearance S, the partition plate valve 8 is inserted to a flow passage blocking position, so as to block the flow passages.
