The space between the both connection flanges 2A, 3A is pushed and expanded by fluid pressure accompanying the loosening operation of the fastening tool 5 and forced pushing and expanding force applied to between the jointed faces of the both connection flanges 2A, 3A surrounded in the sealed state within the blocking operation cover B by a clearance forming means D, and through the formed clearance S, the partition plate valve 8 is inserted to a flow passage blocking position, so as to block the flow passages.
