PPROBLEM TO BE SOLVED: To provide a method for manufacturing paper sludge ash by effectively removing chloride ions included in the paper sludge ash and simultaneously removing fluorine or a compound thereof and to provide a cement solid matter containing the paper sludge ash prepared by the method. PSOLUTION: The method for manufacturing the paper sludge ash in which the content of the chloride ions is 0.03%, and the content of the fluorine and compound thereof is 0.8 mg/l or less comprises following steps (1) through (4): the step (1) of adding water to paper sludge ash and agitating the same to form the paper sludge ash, the step (2) of irradiating the formed paper sludge ash with electromagnetic waves, the step (3) of dehydrating the paper sludge ash after the irradiation of electromagnetic waves and the step (4) of drying the paper sludge ash after the dehydration. The paper sludge ash prepared by the manufacturing method includes 0.03% of chloride ions and 0.8 mg/l or less of fluorine and the compound thereof and also includes much ettringite that is needle crystal to contribute to the enhancement of mechanical strength of the cement solid matter.
