PROBLEM TO BE SOLVED: To provide a liquid desiccant regenerating apparatus or the like capable of improving regeneration efficiency and thereby improving efficiency of the entire system.;SOLUTION: A desiccant solution (solution, hereinafter) is separately supplied to a high stage regenerator 21 and a low stage regenerator 22, and the high stage regenerator 21 heats the solution by a heating source 21a to regenerate it and supplies steam generated by the heating of the solution to a condenser 23. While the condenser 23 brings the steam from the high stage regenerator 21 into direct contact with a heat transfer fluid circulating between the condenser 23 and the low stage regenerator 22 to condense and liquefy it to a part of the heat transfer fluid, it heats the transfer fluid.
