PROBLEM TO BE SOLVED: To provide a new technology for appropriately estimating traffic information in a wide region.;SOLUTION: A traffic information estimation system S can estimate, in a region where a plurality of road links are included, the traffic information of the road links based on the traffic information of other road links included in the region. The system S includes an estimation unit 11 for divided regions for estimating the traffic information of road links of estimation objects included in respective divided regions obtained by dividing the region into a plurality of regions without using the traffic information of other road links included in other divided regions other than the divided regions including the road links of the estimation object, but with the traffic information of other road links included in the divided region identical to the divided regions including the road links of the estimation object.
