PROBLEM TO BE SOLVED: To provide accurate information on an earthquake quickly when the earthquake occurs.;SOLUTION: There are provided: a detection means provided in each base station connected to a communication network for detecting a quake; and a determination means provided in each base station connected to the communication network or in a specified earthquake monitoring station for determining that the earthquake occurred within the area of a plurality of base stations when the quake that is not less than fixed magnitude is detected in a plurality of adjacent base stations based on the quake detected by the detection means of each station.
