PPROBLEM TO BE SOLVED: To provide a decoding apparatus for a code embedded in an image, capable of detecting the existence of tampering in the image, even when a part of the image is tampered fraudulently, and to provide a decoding method and a decoding program. PSOLUTION: The decoding apparatus 1 includes a data extracting means 3 for extracting data from the image 10; a data occurrence frequency calculating means 4 for calculating data occurrence frequencies by each digit; a weighting means 5 for setting the weights, corresponding to the occurrence frequencies by each reference code so as to allow data with the low occurrence frequency, to be determined as a detection result by weighting majority or not to determine the detection result by weighting majority when identical in number in the weighting majority; a first majority means 6 for determining the data detection result by the weighting majority; and a determining means 7 for determining the existence of tampering in the image 10 according to the veracity/falsehood of a detection code determined by the first majority means 6.
