PROBLEM TO BE SOLVED: To provide a method for regenerating and restoring submerged plants in a shallow lake or marsh in which declined or extinct submerged plants endemic to a water area are regenerated or restored and improvement of water quality in the water area is performed.;SOLUTION: In a shallow lake or marsh in which at least submerged plant colony AA peculiar to the water area is declined or disappears and water pollution state is not solved even if inflow of a pollutant decreases, the declined or extinct submerged plant colony AA peculiar to the water area is regenerated or restored and water quality of the water area is improved by providing turbidity-lowering means 1, 11 and 21 by which transmitted beam reaches water bottom in the water area in predetermined state or collecting buried seeds from the water area.;COPYRIGHT: (C)2007,JPO&INPIT
