PPROBLEM TO BE SOLVED: To detect a computer with stagnation of operation and perform fail-over to a computer on stand-by which operates synchronously with a computer constituting multiplexing speedily. PSOLUTION: An input candidate collection part 261 of each of m computers 100-i collects input data selected by each of n computers 100-i which are in operation as a candidate to be processed next. An agreement part 262 of the computer 100-i which is on stand-by performs agreement determination of input data by a t-failure resistance algorithm based on the collected input data similarly to the agreement part 262 of the computer 100-i which is in operation, and synchronizes the computer on stand-by to the computer constituting the multiplexing when the input data is agreed. A system configuration setting unit 64 sets, upon detection of a computer with stagnation, the computer with stagnation to the stand-by state, and the computer on stand-by into the operation state.
