PPROBLEM TO BE SOLVED: To accurately predict the order of service users. PSOLUTION: A service order prediction device 1 performs the following steps:setting the number of days n (S301); selecting doctor ID (S302); and retrieving past medical examination data for the number of days n on the basis of the doctor ID, sorting the results according to the dates and medical examination start time, and storing the result as a medical examination table (S303). The following steps S306 and S307 are performed on the records of each of patients whose variables j are ranging from 1 to m included in the medical examination table: extracting the records of the patient waiting for the medical examination start time of the j-th patient, and storing it as an object table (S306), and calculating the order of each element for the records of the j-th patient of the object table, and storing it as a priority order table (S307). The device 1 calculates the mean value of the orders of each element of the priority order table including the records of all the patients, and sets and stores the order of each element based on the ascending order of the mean value in the priority order table (S309).
